Data brokers non-compliance: meeting with staff of Subcommittee on Commerce, Manufacturing, and Trade (minority)
On 09/09/25, Elina van Kempen and Gene Tsudik presented recent research results*
about the (non)compliance of registered data brokers with the California Consumer
Privacy Act (CCPA). The presentation was made to the staff of the "Subcommittee on
Commerce, Manufacturing, and Trade (minority)", "Committee on Energy and Commerce",
of the U.S. House of Representatives. The presentation was followed by recommendations for improvements and a Q&A session.

Data brokers
Led by Ph.D. candidate Elina van Kempen, our team at UC Irvine conducted a comprehensive investigation of all 543 data brokers registered in California. The study revealed rampant noncompliance with the California Consumer Privacy Act (CCPA), with nearly half of the companies failing to respond to legitimate consumer privacy requests. The findings highlight systemic issues in the data brokerage industry and the urgent need for stronger privacy enforcement.
